[PATCH] usb: ehci: handshake CMD_RUN instead of STS_HALT

[PATCH] usb: ehci: handshake CMD_RUN instead of STS_HALT

[neal_liu]

For Aspeed, HCHalted status depends on not only Run/Stop but also
ASS/PSS status.
Handshake CMD_RUN on startup instead.
