Add flag 'CLK_SET_RATE_PARENT' to 'IMX7D_LCDIF_PIXEL_ROOT_SRC' to
propagate rate changes from LCDIF pixel clock to video PLL to
provide more accurate clock rate for LCDIF pixel clock.
