The Onion Omega4 Evaluation Board is based on the RV1103B SoC and has:
- 256 MB of RAM
- 256 MB of SPI-NAND
- Ethernet
- USB OTG
- Wifi
- SD card
- Camera connector

Add the initial support for this board so that it can fully boot into
Linux with the root file system stored in the SPI NAND.

At least the uart compatible "rockchip,rv1103b-uart" is not yet visible
in next [0]. Last I remember, you were asked to re-send that binding
separately.
Similarly, please also create a binding patch for the watchdog [1].

Please double-check where that xin32k is coming from in device-schematics.
Yes the xin24m is normally a dedicated oscillator, but the xin32k in
most cases is generated from the system-pmic.
So please check and most likely move that to the board dts.

If I keep them in -u-boot.dtsi, then Tom Rini will ask me to upstream them :-)
These booth-* properties are all part of the dt-schema, and many SoC
vendors (NXP, Renesas, TI, RiscV) are upstreaming them.
