These kconfig entries are already defined in kernel/irq/Kconfig
so select them instead of redefining them.

Who are you expecting to pick up on this patch? You're sending it _to_
the mailing list rather than to a person. Are you expecting all
subscribers to pick it up and apply it individually? ;)

I was hoping Thomas would ack it and you would say "Please put it into
the patch tracker". Step 1 can probably be skipped with a proper timeout
applied.
Usually I send a patch _to_ a mailing list and a maintainer says
"Thanks, applied". For you, "Thanks, applied" is "Please put it into the
patch tracker".
