... simply use this "IS_BUILTIN(CONFIG_PHYLIB)" here -----^^^^^^^^^ (and 
not above as suggested by Arnd).

Jean-Christophe, Alexandre: do you agree with this conclusion?

I plan to stack this patch for next at91-fixes batch.
