Add AST2700 USB3.2 PHY support.
- Supports Super Speed Plus Gen2x1 (10 Gbps), Super Speed (5 Gbps),
High Speed (480 Mbps), Full Speed (12Mbps), and Low Speed (1.5 Mbps).
