I am in no way an expert on the M68060 and this may be of no use to you,
but there are emulators available for the M68040, M68020 and M68000 (no
68060 emulators exist to my knowledge)that run on various OS platforms.
You would need to find a debugger for either the Amiga or Macintosh
platform. And MMU support is lacking (UAE) or non-existant (Basilisk
II).
