Current tools do not.
[root src]# grep getuid *.c
auditctl.c: if (getuid() != 0) {
auditctl.c: if (getuid() != 0) {
Must be root to send netlink
auditd.c: if (getuid() != 0) {
Must be root to read netlink
autrace.c: if (getuid() != 0) {
Must be root to write to netlink.
