Sorry for my English, I think that I have not explained properly. I know
that the status code 0x0c means that the device could not perform the
requested operation to be in a bad state, but I do not know how the
device can reach a bad state and what are the possible states. Any help
would be appreciated.

0x0c means that the command is disallowed with the current adapter's
status. I think that I executing two incompatible commands concurrently,
but my main problem is that the inquiry session remains opened although
the adapter never initiate the discovering proccess.
