In V1 of this RFC set, Andrei requested that the locking calls be 
outside of l2cap_chan_send().  The A2MP code uses l2cap_chan_send(), 
and already holds the channel lock.

bt_skb_send_alloc is also used by HCI raw sockets and SCO, so the 
locking needs to be done here.
