mgmt: Add Security Level Changed event
This provides a TLV list of values related to the security level of
the connection to a remote device.
Currently Security Level and Encryption type are implemented.

This uses the new MGMT_EV_SECURITY_LEVEL_CHANGED event.
It will be used by btpclient to reduce test time.
