advertising: Fix sending extra bytes with MGMT_OP_ADD_EXT_ADV_DATA
MGMT_OP_ADD_EXT_ADV_DATA expects the command to be of size of
struct mgmt_cp_add_ext_adv_data not mgmt_cp_add_advertising.
