[Bluetooth] always send explicit wake-up acks for TI's BRF chips

In the (rare) event of simultaneous wake up requests,
do send the chip an explicit wake-up ack. This is required
for Texas Instruments's BRF6350 chip.

This is a small (but important) fix for TI's UART driver, that should
go in 2.6.24.  It has been tested extensively with both the BRF6300 and
the BRF6350 chips.
