First, if you always want to strip, no need to add -g.
Then:

all: pan strip clean

pan: pan.o libswe.a
	gcc -O2 -o $@ pan.o -L. -lswe -lm

strip: pan
	strip $<

clean:
	-rm -f pan.o

Or something similar..
