This is something I’d like to get feedback on. According to the TSM
specification, we’re required to unlock before clearing MSE/BME via
calling `vfio_pci_core_disable(vdev)`.
However, in the current `iommufd` branch, we seem to call
`vdevice_destroy` a bit too late in the sequence to meet this
requirement.
