It can be used, or not, depending on the SoC and whoever is writing the bindings for it. Regardless, the device tree hierarchy should reflect the actual layout of the buses, and devices on the same bus segment should be siblings in the tree. Often when I work on an FPGA system, I don't even bother with an soc node because it is kind of meaningless, and I just start with knowing that the root of the tree represents the CPU local bus, and then creating nodes for each bridge to another bus. If all the devices are on the same bus segment, then it looks pretty much like what you wrote except that the node name for the bridge would probably be something like "wishbone-bus".
