BCM7xxx chips are supported entirely by the library code, since they use
generic irqchip interfaces and don't need any extra SoC-specific
configuration.

v4: pulled stub platform driver into its own file as part of the
library-ization. This is also important, to keep the STB driver from
overriding the iproc_nand driver, when seeing a compatible property like:
