[PATCH 12/14] arm64: dts: qcom: msm8996: add missing PCIe PHY clock-cells

The QMP PCIe PHY provides a single clock so drop the redundant clock
index from the first PCIe PHY and add the missing '#clock-cells'
properties to the second and third PHY nodes.
