Mathew Gerlach is no longer at Altera, so remove his entry as a
maintainer for the SoCFPGA DWMAC ethernet glue layer and the GMII/SGMII
dt-bindings files.
Maxime Chevalier has volunteered to maintain the dt-bindgings YAML files
as well.
