dt-bindings: clock: gpio-gate-clock: Add a new compatible string

This commit extends the gpio-gate-clock binding to support a GPIO-locked
fixed clock provider. The provider exposes a fixed-rate clock whose
availability depends on GPIO lock-status signals.
