Ok, Got confused with the suggestion on previous patch.
Without selecting EXTCON_USB_GPIO, "linux,usb-gpio" driver was not
getting enabled in the build.

It's clear now, I will keep "select EXTCON"  in this Kconfig and send
another patch to enable
EXTCON_USB_GPIO in required defconfig.

I am aware of this, I don't need to handle detached state. Interested in only
device cable connect state as I have to change the role of the PHY only on
attach state. On detach phy is assumed to continue in the previous mode.
