All other codes use 0 instead of CMDQ_IMMEDIATE_VALUE. Also use 0 here
or use CMDQ_IMMEDIATE_VALUE at other places too?

I know that the code was already that way before, but why do you or
the 2 return values, instead of just returning early if
cmdq_pkt_append_command fails?
