I'll need to follow up on this... It turned out to be not that reliable
reproducible, so my bisect led me to nowhere.
I don't think this is related to GSW145 code (even though it's being triggered
by GSW145 port going down), only core code seems to be involved here...
And I see quite some RTNL have been dropped in the net-next...
