Fix selftest and kcsan_test() module fail when KCSAN_STRICT
and KCSAN_WEAK_MEMORY enabled on ARM64.

- Add documents about dma_mb(), suggested Mike and Will.
- drop Fixes tag and update changlog, suggested Mike.
