[PATCH 2/6] math.h: Use kernel-doc syntax for divison macros

Enable rEST documentation for divison macros DIV_ROUND_CLOSEST and
DIV_ROUND_CLOSEST_ULL by using kernel-doc markup and syntax for documenting
them.
