Weird. This is set on Documentation/Makefile:

	$ grep KERNELDOC Documentation/Makefile 
	KERNELDOC       = $(srctree)/scripts/kernel-doc.py
	...

drivers/gpu/drm/Makefile should be able to see this variable there...
