[PATCH] docs: Remove a useless top-of-file label

I'm not sure how the practice of putting labels at the top of documentation
files got started, but I would like to see it end.  Toward that goal:
replace the development_process_main label in
process/development-process.rst with an SPDX line and adjust the references
to just give the file name.  The automarkup code will then create a link
automatically in the rendered docs.

(I wrote the original document, so feel confident in applying the SPDX line
to it).
