I haven't found pref_send_wr in qp_attr.cap

Why change wr_rx_buflen to SMC_WR_BUF_SIZE ? wr_rx_buflen depends on
SMCV1 or SMCV2.

If this is mistake, we need the change the comments in sysctl.rst as
well.
