[PATCH 2/2] jbd2: retname jbd2_get_transaction to jbd2_init_transaction

[PATCH 2/2] jbd2: retname jbd2_get_transaction to jbd2_init_transaction

jbd2_get_transaction() does nothing but initialization. So, rename it
and also fix the comments.
