Perhaps:
	local ret="$1"
	shift
	for arg in "$@"; do
		ret=$(((arg) < (ret) ? (arg) : (ret)))
	done;
	echo "$ret"
that should work for 'min 10 "2 + 3"' (with bash, but not dash).
