The request goes to eh head. scsi layer calls 
blk_requeue_request->elv_requeue_request-> 
elv_insert(ELEVATOR_INSERT_REQUEUE) and ELEVATOR_INSERT_REQUEUE's case 
falls through to the ELEVATOR_INSERT_FRONT case.
