If you're directly involved in the patch delivery path, then the
sign-off is what's required. In other words, you take someone elses
patch, decide you're happy with it and want to pass it along yourself.
If you've just reviewed it and are happy with it, then it's the
acked-by which is needed. Or use one of the more specific
Reviewed-by, Tested-by etc (whatever seems most appropriate for
the amount of review or checking you've done.)
