You can't just use any number, be sure to use the 'F' (0x46) identifier for framebuffer devices. See also Documentation/ioctl-number.txt. Also, look at drivers that has their own ioctl's for help, such as matroxfb (drivers/video/matrox/matroxfb_base.c).
