[PATCH 04/15] ps3fb: Make ps3fb_wait_for_vsync() and ps3fb_flip_ctl() static

Make ps3fb_wait_for_vsync() and ps3fb_flip_ctl() static, as they're no
(longer) used outside ps3fb.
