I get it now. Using
#if IS_ENABLED(CONFIG_FB_OMAP2)
is just the "modern" way of saying
#if defined(CONFIG_FB_OMAP2) || defined(CONFIG_FB_OMAP2_MODULE)
which also builds without errors.
