Why is that a problem? Racing writeback is fine for most block devices
(those that aren't have bdev_stable_writes(), thus just doing folio_wait_stable()
should work, I think)

Oh. I don't think that's wrong. I'm just trying to understand why you think
excluding against writeback unconditionally is the right thing to do.
