[PATCH 16/44] docs: filesystems: convert ext2.txt to ReST

- Add a SPDX header;
- Some whitespace fixes and new line breaks;
- Mark literal blocks as such;
- Add table markups;
- Use footnoote markups;
- Add it to filesystems/index.rst.
