[PATCH] pinctrl: qcom: ssbi-gpio: constify gpio_chip structure

This structure is only used to copy into other structure, so declare
it as const.

This issue was detected using Coccinelle and the following semantic patch:

after:
   text    data     bss     dec     hex filename
