Since he has ax25-apps/tools, I suppose he is using a "professional" version. The "personal" version does not have any ham radio packages. The dependencies autoselect libax25 from within YaST(2). He should install via YaST (up to 7.3) or YaST2 (since 7.), it will prompt for the correct CDs. libax25 is there.
