Nope.  PMS seems to be an abbreviation with many meanings. (!)  In this
article, (i believe) they are referring to a personal message system in the
generic sense.   At least, if they are referring to the program, they are
still no help because they do not link to a copy of it. 

I was looking for a software program by that exact name.  It is basically a
packet mailbox for linux. 

The other response will put the issue to rest, I believe.  I will check
tonight when I get home and see if the program is in the ax25-utils package.
