There is a process in place where a member of SourceForge can request a
transfer of the project.  It takes a bit of time as the previous
admin(s) is contacted, if possible.

I've not tried the AX25 tools for about a decade as I have no need for
it here.  I've seen what seems to be differences in configuration
between the distributions that a single distribution of these tools
would be a good first step.
