Suggested documentation for persistent naming

Here is a patch for adding documentation regarding 
using udev to do persistent device naming for large
numbers of scsi disks.

You can view the resulting file(s) here:
http://developer.osdl.org/maryedie/DCL/PSDN/Testing_udev_notes.html

The patch creates a new subdirectory "persistent_naming"
in the docs directory to hold the three files.  Let 
me know if you prefer it some other way.

Please send me the patch in an email, not compressed.  That way I can
apply it to the tree with the proper attribution.
