It's not a hotplug or udev related problem. If you compile your own
kernels you may try 2.6.10-rc3 as it fixed a few issues I had with
usb-storage.
Or alternatively try the ub driver if it is able to handle that device.
If it doesn't help you may ask on the linux-usb-devel list.
