Your /dev is on tmps I expect and does not survive a reboot.

udev does nothing like that except the kernel emits remove events for
these devices.

If you plug in the device, udev should create the nodes for you or on
bootup the nodes should be created by udevstart. If you want different
names than the kernel names, write udev rules to catch the device and
give it a new name.
