My system has 
/sys/bus/usb/devices as a file instead of a directory so usb.rc just
exits when it checks that.

I don't know why this sytem has a file there - i'm running 2.6.11.6 and
the debian hotplug tools (20040329-2)

I'm suspecting a bug in usb.rc but I don't know how to fix it.

Did you mount the proc-filesystem on /sys? :)
How does the file look like?

There are plenty of bugs in the usb coldplugging. I think I fixed the
most evident ones in the Debian package, but I still need to discuss
how to merge back my changes.
