The problem appears to be that usb_storage is not getting loaded when
the system boots.  It does get loaded on demand if the drive is powered
off and then back on.  So I guess linux-usb-devel would be my next stop?

I have things "working" by putting a script that loads usb_storage
in /etc/sysconfig/modules/.

It still isn't ready when the system tries to automatically mount it
from fstab, but a mount command in /etc/rc.local works.  Ugly, but it
will do for now.
