It does this already:
if (!($<=0))
print "Must have root permissions to run properly.\n";
And it seem to work fine here:
$ make check
...
make --no-print-directory check-TESTS
Must have root permissions to run properly.
PASS: test/udev-test.pl
====== 1 test passed
====== ...
