permissions entries for sgi_fetchop and iseries virtual drives

please add these 3 new entries to udev.permissions.


sgi_fetchop:root:root:666
iseries/vcd*:root:disk:660
iseries/vd*:root:disk:660

vd is virtual disk, vcd is virtual CD, sgi_fetchop is an ia64 device.

We really don't keep a "master" copy of these permissions, as they
differ from distro to distro a lot.  But I've added these to the current
list anyway, incase people want to start keeping track of them.
