Greg and Kay accept my apology, I have found the cause, It was neither fcron
or udev, but sed.

Problem: /dev/null changes permissions to 600

Test-case
#!/bin/sh
sed -i '/$/d' /dev/null

Fix
When using the in-place function, sed 4.1 changes permissions. Specifically,
when using sed on a bash
script with permissions 755, the updated file has permissions 600
