Why do you need to write a kernel driver for a USB scanner? It can all
be done in userspace using libusb/usbfs.
Anyway, to answer your question, see my papers on how the hotplug
subsystem works. Also note that in 2.6, any new device that is created
causes a hotplug event to happen. So an event will happen when your
device is plugged in. And then another one happens when you create a
struct class device.
There is lots of example code in the kernel that shows how this all
works :)
